This paper offers a new political economy explanation for thepervasive problem of siting hazardous waste treatment facilitiesin federal system. We first show that a decentralized systemyields the first-best waste treatment capacity level and that acentralized structure gives rise to free-riding behavior amonglocal jurisdictions. In our model, each community seeks toinfluence the central government through political contributions.This leads to suboptimal levels of treatment capacity. Thecapacity is increasing in the compensation level if the marginalbenefit of treatment capacity is sufficiently large, and in thegovernment's weight on aggregate social welfare relative tolobbying activities. The centralized system can replicate thedecentralized system with a sufficiently high compensation level.Since compensation has proved difficult, a centralized systemfaces greater obstacles than a decentralized system.  相似文献

Restructuring the Scottish water industry has changed the way in which both project appraisal and capital investment decisions are performed. This article examines the project appraisal and subsequent capital investment decision in the case of a reed bed sewage treatment scheme which is compared with a more traditional scheme. Although the capital profiles of the schemes are similar there are major differences in the revenue costs. In addition, there are potential public benefits to the reed bed scheme. A comparison is made of management mechanisms in the pre-1996 water industry with that of restructured water authorities. In the pre-1996 water industry, local authorities had a broad remit which encouraged them to value these factors, in effect an implicit social account. The creation of water authorities with narrow remits and specific performance measures, constructed a framework that does not support the integration of social accounts into the decision making process. The paper demonstrates that investment appraisal is a product of the institutional framework in which the decisions are made. As that framework changes, mechanisms and measures of accountability shift in parallel.  相似文献

We investigate how emission abatement and technological innovation provide different solutions to reduce pollutant emissions. In the case of a stock externality emission abatement leads to a smooth and continuous adjustment of emissions. Conversely, technological innovation has to be interpreted as an option on a less polluted environment and can justify the use of a pollution threshold above which it is optimal to start a research and development programme for a less polluting technology. It is shown that technological innovation interferes with the traditional emission abatement approach. The optimal abatement level is logically lowered once the less polluting technology is available; nevertheless a temporary increase in emissions is optimal during the research and development period. The usual Pigouvian tax system proves to remain an efficient corrective instrument. A numerical application to the Greenhouse effect is provided.  相似文献

Since the end of the Cold War, cross-border regions have proliferated at the borders of formal socialist countries, especially in China. Existing accounts of these emergences treat them either at the macro-level, focusing on political initiatives, or at the micro-level, with emphasis on social and economic relations. This paper uses the Taiwan-Suzhou cross-border region as a case study for suggesting a meso-level approach, arguing that as a result of continuous interactions between individual Taiwanese information technology firms and opportunity structures generated by the selective opening of the Chinese border, the formation of cross-border high-tech regions is shaped and determined at the level of the industrial system. The industrial system acts as a platform for coordination and cooperation between local elites and foreign investors and among individual firms within this system. The formation of the cross-border high-tech region thus involves the relocation and institutional re-embedding of industrial systems across the border, which has been accompanied by the systemic building of Taiwanese firms on the one hand, and the institutional innovation of Chinese local states on the other.  相似文献

自中国零售市场对外开放以来,本土零售企业一直在复制与模仿外资零售企业的道路上艰难前行,虽有发展,但始终无法超越外资零售企业,更无法获得可持续的竞争优势。文章认为,本土零售企业只有走破坏性创新道路才有可能获得长足发展,进而阐述了本土零售企业进行破坏性创新的空间基础和破坏性创新过程,并对阻碍零售企业破坏性创新的因素进行了探讨,这些因素可分为四类:行为采纳障碍、思想障碍、风险障碍、创新过程的先期障碍。  相似文献
